Local heating from biogas plants for electricity generation is basically waste and your house is a welcome heat sink ;) We pay 5.1 cents/kWh net, no basic fee, low investment costs (3000 for the heat exchanger) The farmer said he manages well with it. In your case it will most likely not be worth it (Kfw40), even if the local heating is a bit more expensive for you…. But I also find the surcharge really steep.

I cannot understand the way it ended abruptly at all. Especially for the many private builders/families, I feel sorry that their projects now have to be replanned or partly cancelled.
It is enough if you have to go beyond your comfort limit because of this, it does not even have to be the absolute limit. 37,500€, my god, that would have been a bit more than 12% of our loan…. I would have gotten stomach aches, although it would have been achievable through gritting my teeth.
I keep my fingers crossed for all those affected that something good will come out of it.

I would advocate that in any potentially forthcoming funding programs, similar to the Baukindergeld, income and asset situations be taken into account, as well as the number of children and, if applicable, local real estate prices be included in the assessment. Of course, this makes the approval process complex. Ultimately, though, the money would go where it is needed. That means considering KFW 55 or better as the standard and distributing the money to where it is really required. Someone who has gotten the green light from the bank for their suburban bunker should somehow manage without the funding.

The question is, what do you want to promote? Homeownership for low earners or ecological support? The former could be easily promoted by adjusting the property transfer tax - up to an exemption amount of X (maybe only for the first property), so that higher earners (who also choose better locations and more expensive plots) wouldn't benefit much. Baukindergeld is a flop. It is distributed with a watering can approach, and higher earners who would build anyway get a nice bonus. Aside from that, there is plenty of support for low earners through all kinds of funding banks.

We want to build 140-150sqm, controlled residential ventilation is fixed. Now the question is whether according to Standard 40 or 55... There may possibly be a mandatory connection to local heating (biogas from several farmers) (prices of course unknown). If that does not happen, it will be an air-to-water heat pump. Our developer charges about 20-23k for the jump from 55 to 40. Can you recoup the additional costs in a lifetime? I also read that local heating is mostly significantly more expensive than a heat pump – does anyone have experience here?

Recoup additional costs? 55er = 50€ heating costs / the 40er then has 40€ heating costs = 120€ savings per year. I don't even need to calculate further, right? There are a few threads here about local heating. You have to look them up. The conclusion is always: local heating is damn expensive! Sometimes heating costs are 1,000€ per year higher than with a heat pump. But that’s also relative, as it takes a long time for the heat pump to pay off.

I believe the plant is owned by more than 10 farmers together, it is huge... Companies, public buildings and schools are already connected...

The grapevine once said something about 9-10 cents + basic fee... But you don't get exact information here of course... And at these prices, I think it's significantly more expensive than a heat pump :/

I also find it harsh, but apart from that, this drastic step fits perfectly into the picture: The new government considers this type of funding pointless and, moreover, has the argument that the already planned budget is exhausted, so I do not expect the programs to ever be reactivated. What will come as an alternative remains to be seen, but it will probably be structured completely differently.
