I agree with you regarding the garden/outdoor areas or garage. However, without the subsidy, the money would not initially be invested in the better house but would instead come directly from the personal budget for these items. Accordingly, I see the payment of the subsidy only as a postponement of the payment. If this money did not exist, many would certainly build only a standard house without the additional requirements for KfW and invest the money directly in the outdoor facilities.

To revisit the topic of housing shortage and subsidies once again. The state is currently even paying demolition premiums. So the need can’t be that great. The large housing cooperatives receive 100 euros per square meter of living space in subsidies when they demolish apartments. Who on earth is supposed to understand that?

That in our country, with all the regulations, laws, and rules that we citizens (rightly) have to comply with, the government simply decrees over the weekend that all those who rely on deadlines, promises, regulations, etc. have to find out that they can no longer expect any support. In my opinion, the moral bankruptcy lies in the lack of trustworthiness, in the lack of reliability, but that is just my personal opinion and I do not hold it against anyone if they see it differently.

This is easy to understand. For example, in the Ruhr area, there are too many buildings slated for demolition that are no longer fit for renovation. But if construction costs are already so high that new builds are not profitable for the general population (for rent under €10 in new construction, the idea hardly pays off anymore), poor old buildings are no longer addressed. This is the incentive to switch from old to new. Especially in East urban development, which has been ongoing for ages, it was (and is) a targeted subsidy to create affordable housing.
