Rather no, because the KfW money is only available after the completion of the construction. It is then used to finance things like the garden, garage, or the ETF. The house will still be standing.
I agree with you regarding the garden/outdoor areas or garage. However, without the subsidy, the money would not initially be invested in the better house but would instead come directly from the personal budget for these items. Accordingly, I see the payment of the subsidy only as a postponement of the payment. If this money did not exist, many would certainly build only a standard house without the additional requirements for KfW and invest the money directly in the outdoor facilities.
