Where does it say that about the credit option?

The purpose of the funding was unfortunately not to bring workers into their own homes, but to support the energy transition. And in this case, funding renovations of existing buildings is simply more sensible than promoting new constructions, which already comply with a very high energy standard. As much as I regret this for everyone who now has to fall behind in the current situation :-(
