Since many applicants have in the meantime asked whether the stop affects all applications, including those already approved, and this was not communicated clearly, this will be added.

Yes, it still exists. Once again very clearly – that's what it says everywhere!!!: Only new applications or applications not yet approved are affected. Quite simple. Reading helps – yes, I know, there's a rush right now.

I don't get it. Why should it be like that? If the fund is empty, you can't reach in anymore. Commitment or not.

And why is double standards applied here?

Builder 1 with application on 01/23 and immediate automatic (system-generated) approval.

Builder 2 with application on 01/18 and by random selection in manual review; currently without approval.

So why does Builder 1 get the grant and Builder 2 does not?

Does that mean that you are no longer allowed to build according to the current Building Energy Act but must build at least KfW 55 or 40? Do you have sources where I can read something about this? I really hope that we will not be subject to changes with our approved building application as well, because our house will only be submitted during the course of the year. For now, I still rely on "In building law, there is basically protection of existing rights for all buildings for which there was a valid building permit at the time of construction."

Mandatory photovoltaics for every modernization and new building?!?! What about the listed old buildings where the roof is supposed to be renovated?

There are now various roofing materials with photovoltaics that are suitable for historic buildings.

First of all, there will be significant tightening of the minimum requirements, it is even already announced that this direction is being considered. The question is only whether KfW 55 or 40 will be the new minimum. Subsidies for new buildings then more likely starting near Passive House standard. And a photovoltaic mandate will come. Subsidies for photovoltaics then possibly only if especially large, with storage or if not required in existing buildings.

Doesn't the coalition agreement mention considering grey energy and a 65% share of renewable energy? So a completely new logic could also come into play, that evaluates the building fabric and focuses on the 65% instead of (or in addition to) energy consumption. Seen this way, a worse insulation value could be compensated by larger photovoltaics. And wood gets a bonus compared to solid construction regarding grey energy. Of course, this is really just speculation, but I would rather not expect that they simply stick to the previous method and just introduce KfW 30.
