From the expensive monolithic masonry, which must be technologically maximized to meet such requirements. The general contractor will also have the subsidy in mind and want to take their share.

The 20-23k is only for structural measures... Photovoltaics and storage would have to be paid for separately

Yes, bricks seem maxed out. 50cm walls are really insane and these filled bricks are suspicious to me. With aerated concrete, 40cm monolithic is still possible.

No, because more and more municipalities think they have to "set climate policy signals" and have fixed the required KfW standard in the land purchase contract.
In some places even KfW 40+ is already set, you can’t get out of it either. That is now standard practice; you can’t always choose, as if to "fix it at a normal level." People are forced to wait and see what comes next, and depending on what the requirements and subsidies look like, the project is dead and the prior investments of prospective builders are lost.
What happened on Monday, by the way, also has direct effects on those looking for a used property. Because whether, for example, the classic older couple who were thinking about building a bungalow again or buying an age-appropriate KfW new-build apartment with an elevator, etc., and selling their renovation-needy old building to a young family, will still be able to carry out their plans now is rather questionable. The elderly stay in the house, do no more work on it, and the family keeps searching in vain amid rising prices. In the end, everything is connected.

Apart from the financial support - actually, the situation for builders (for whom energy standards are not important) should at least improve in the short term, right? Namely, that construction prices become somewhat cheaper and the workload of construction companies decreases somewhat.

Why? Because now people who had planned with subsidies are more likely to rethink their plans and/or wait to see what new support will come. This can take a few months, so commissioning now would make sense. Right?

I am not sure whether there will be a massive slump. I think many are slowly breathing a sigh of relief and cutting back. Energy Saving Ordinance instead of KFW 40 Plus, entering the sampling phase and saying we will only take the standard, carport will come eventually, outdoor facilities after all not through the garden and landscaping contractor. In addition, many companies have such full order books that the stop might only have an impact in 12 months.
