I consider that a bold statement from the KfW employee. On the one hand, in the past, the relevant date was not the start of construction but the date of signing the contract for work. And on the other hand, even our government does not yet know what great ideas (:eek:) they will have in the future, or what regulations and deadlines will apply accordingly. So I wouldn’t rely on that...

Without government support, this will not be manageable in many cases," says the expert. She considers it very likely that the program for this efficiency standard will be continued in its old form. "It would be a huge administrative effort to change the funding conditions and requirements," says Götsch.

I’m willing to bet that:
1. The new energy standard will be stricter (more efficient) than before (Energy Saving Ordinance 2014)
2. If KfW 40 is subsidized, under 2.1 there will be tougher requirements aka KfW 35 or a lower funding amount

You can probably rely on the weather at the moment... I believe you can't really think in days or weeks here :/

We have already received cancellations from companies for construction starting spring 23... The interest rate is also expected to rise further, which is an amount over the entire term, so a statement from KFW regarding the funding application until construction start would also help many...

Also, a few weeks until signing can now delay the construction start by several months :'(

It would be desirable if the project start is actually set again to the groundbreaking instead of the contract signing. I just don’t really want to believe it, since the change of the project start was only introduced about half a year ago. And with this variant, the risk of windfall effects would also be high. KfW cannot reliably tell you anything about this; there is no legal basis for it. In principle, there is nothing against waiting another 1-2 weeks to see which direction politics takes. But without a new federal budget there is no money for this, and without money you can’t submit applications either.

It is planned anyway that in a few years all new buildings must be EH40. The logical consequence of this is that funding for new buildings will certainly be phased out by then, because the same money would achieve much more if used for renovating existing buildings instead of supporting 5 kWh more for a passive house. The big question is the transition period. My guess is that maybe there will still be a little funding for 40+, but very limited in time.
