I see it the same way. It reminds me of the Baukindergeld. It was communicated very clearly that once the approved fund was depleted, the funding would end overnight. It is the same here, only that it was not communicated as clearly in this form. There were approved budget funds, which have been used up.

Then I don’t understand the problem. If it is only a few hundred or a few thousand euros (so maybe about €5,000), why is the loss of funding so terrible? For most forum members, it’s about several tens of thousands of euros. That’s no small matter, especially since construction costs have also risen recently and from October, the higher minimum wage will apply.
Fortunately, we did not get involved in this matter from the start. My motto is: what I don’t understand and cannot be made understandable to me must unquestionably (!) work or be omitted. Exceptions are life-saving operations. ;-)


Regarding controlled residential ventilation and heat pumps, I can answer from my personal point of view: controlled residential ventilation --> huge system in the utility room, disturbing noises, drafts, air too dry which then has to be humidified...; photovoltaics --> we have prepared it and will use it when good storage options are available; --> heat pump too loud and ugly and consumes a lot of electricity. Maybe all these disadvantages can be offset with a lot of money, but we don’t have that.

After 10 years, with equity of 10-20%, there would be a decent return, nevertheless, for many, there is simply a limit to what is feasible. Or you just skip the energy consultant again, every smallest thermal bridge calculation, and an energetic guesswork and ventilate manually twice a day. Photovoltaics (no storage) is worthwhile, however – subsidies aside – more than ever at the moment. I was still allowed to insulate myself, install the heating, etc., with my KfW subsidy. That of course kept the costs down, but that was no longer possible recently and had to be done by a specialist company.

First of all: I do not want to upset anyone, but at least in the grant confirmation it states: 5. Further provisions These contract conditions are supplemented by the following documents: Information leaflet "BEG Residential Buildings - Grant" version 10/21 General Terms and Conditions (AGB) for grant products version 07/21. These documents are part of the grant contract and are therefore legally binding for your grant. Please read them carefully.

Excerpt from the information leaflet: Legal entitlement (compare section 7.4 "Availability of budget funds" in the BEG WG guidelines) There is basically no entitlement to funding. The KfW decides based on due discretion within the framework of available funds. Status: 10/2021 (valid from 21.10.2021) • Order number: 600 000 4858

Yeah okay, if you’re set on bricks, it just makes it harder for energy efficiency and yourself.
But everyone is free to decide that way. However, I don’t think it’s right to expect funding for that.


How come?
How are the costs supposed to be composed?


Here I wonder whether you can even afford the build.
A 10-year payback investment is something every bank would finance without discussion?!


What speaks in favor of digging yourself into the ground with tons of concrete?
But here too, everyone as they please, but please no subsidies here either. ;)


Because many now only see the loss of the subsidy. That’s exactly the case.


Solutions:
Huge system: there are also quite flat ceiling devices
Noises: if done well, minimal (a gas heating system of acquaintances is louder from the blower than the controlled residential ventilation)
Drafts: I have not experienced yet
Dry air: enthalpy heat exchanger
Photovoltaic: storage not necessary
Heat pump loud: good air-water heat pump or ground or brine collectors (trench, borehole, ...) don’t make more noise than a gas heating
Heat pump ugly: cover air-water heat pump or use ground or brine collectors

I still don't understand what you signed and when? What is "signed the loan"? One cannot sign a loan, only a contract. And a contract requires two signatures, bank and customer. Once again the question: What did you sign and what do you have with which signatures? I just don't understand what you are writing.
