Of course no one, because I don't think it's normal to give a new apartment to elderly people who can no longer manage on their own. That's nothing else. And yes, you have to be able to afford this generosity with a clear conscience. Even with normal paying tenants, a granny flat in a new building is rather a loss-making business.

The case here is a bit more complicated. She moved out of the old (admittedly very dilapidated but livable) house so that we could demolish it. It is somewhat problematic, of course, when further subsidies are tied to certain efficiency standards.
