The building application does not seem to me to be a relevant point in time at all. It only mentions the issuance of the building permit. And I don't find the text clear at all. The first child has to be born at the time of the issuance of the building permit or purchase contract, otherwise it is not a "purchase as a family" (does not qualify, but apparently keeps the option open for a future construction project), but otherwise nothing is stated there. Just as little as for other special cases. Of course, it would be nice if the problem could simply be circumvented by later application. Overall, however, it seems unripe to me.

...If the parents have already purchased an apartment or a house and now want to move into the new home with the family, there is no entitlement. It is different, for example, if a young woman bought a condominium as a single and rented it out. After a small discussion among friends, I can only say that many see this draft as half-baked. Why should all "new builders/buyers" be supported for 10 years and those who took the same step because of children not even one year? That is so disproportionate. Why not something along the lines of: general support for owners with small children who have bought/afforded property because of the children. To make it less disproportionate, one could also introduce that buyers who bought 9 years ago still receive support for 1 year, those who bought 8 years ago for 2 years, and so on...

As it is currently being discussed, it is rather gone again faster than it came. At least someone will surely be found who will sue against it; because he or she simply is not being considered.
