Wait with the building application because of the child construction allowance

1st child 2 comes in 2019. If we submit the application in 2018, do we then get 12k€ from 2018-2028 and another 12k€ from 2019-2029 for the second child, or how is that supposed to work? Or would there be no more funding for the second child?

As far as I understand, you can only submit one application and only children born at that time count. But afaik no one forces you to submit the application immediately after moving in. So wait until child 2 is born, then apply, then 2.4k per year for 10 years. That’s how I understood it.
