To believe that something like this would be granted retroactively forever is quite unrealistic. What sense would such a measure make, or who is supposed to pay for it? It's already an expensive gift to voters.
Why should this also be paid for families who built two or three years ago?
It is about supporting families who currently cannot afford it. Those who have already bought a house obviously could afford it. It should be clear that the funding itself is just clientele politics; those who cannot afford anything now will not be able to with a few euros more either.
You also have to see that two or three years ago, people paid significantly less for a house.

I concluded a contract for work in 2017, submitted the building application in November 2017, and received the building permit in April. That means I qualify, right? Purchase contract here refers to buying a finished apartment or house, right?

I started construction in mid-2017, the building application was approved in April 2017. The completion notification was 2 months ago. And now I’m supposed to get nothing for over 10 years because I was 9 months too early? Honestly, this thing will be sued anyway.
That there is a deadline at the beginning is without exception the case with all regulations and measures. Anyone who had a child at 11:59 p.m. on 12/31/2006 did not receive any parental allowance at all because of one minute, that's just how it is, even if it is obviously unfortunate in individual cases. However, I find it much more outrageous that the order of children and house is apparently supposed to play such a decisive role.
