The donation is just for show, solely for the purpose of grabbing the subsidy and circumventing the funding guidelines. Whether that is really so clean ... I wouldn’t be so sure.

Apparently, this was deliberately not done. Moreover, KFW actively advises here and assists with the design per applicant. I find it disconcerting to wield the moral cudgel in such matters.
