Wait with the building application because of the child construction allowance

The risk of trickery to grab the subsidy is many times greater. In anticipation of the inheritance, one would actually just transfer the house to the son/daughter. If one now writes a purchase price of 50K€ in the contract instead, one would receive the Baukindergeld, even if the 50K€ never actually flows.

Oh, I know other men who have zero problems with that (regardless of the pregnancy) and only complain about the use of the window cleaning agent... that you should only work with clear water to avoid harming the unborn child...

latest figures on the applications submitted so far:

43,000 families have received the Baukindergeld so far with a volume of 2.33 billion. In total, 112,000 applications have been submitted. As of the end of June 2019

thus, approximately 54,200 EUR per family (i.e., 4.5 children) would have been paid, and 6 billion from the funding pool would already be allocated.

Am I mistaken, or are the payments per family very high?

The 2.33 billion definitely refer to the 112,000 applications. That would be an average of about €20,800 per family (1.7 children).
