The risk of trickery to grab the subsidy is many times greater. In anticipation of the inheritance, one would actually just transfer the house to the son/daughter. If one now writes a purchase price of 50K€ in the contract instead, one would receive the Baukindergeld, even if the 50K€ never actually flows.
