Why do you associate the Baukindergeld with the Bavarian election? The issue is a federal matter. With as much attention as the topic has now, it will not be put on hold.
I would rather write off the additional Bavarian Baukindergeld, which is now being mentioned in the state election campaign.
Because it was primarily brought up and promoted by Seehofer. And Seehofer is many things, but not a federal politician (regardless of the position he holds)

Basically, nothing is set in stone. The coalition paper is patient.
That there seems to be no need for a law has both advantages and disadvantages. It may be implemented faster because it does not have to go through the legislative process; however, there are no early draft versions to review. So it comes when it comes.
