Wait with the building application because of the child construction allowance

How does it work with building under the approval-free procedure?

We submitted the documents on 30.11.2017 and were allowed to start building after one month, provided we file the start of construction notification one week beforehand.
Now one month after 30.11 is 28.12 according to the lady at the office. But that is not a building permit, as she enlightened me today. The start of construction notification was then in March 2018.
What is the current planned status there?

Does anyone know if pregnant women also have the right to Baukindergeld?

No. for children already born up to 18:

The subsidy is tied to children. And the property for which Baukindergeld is applied must be owner-occupied. That means the family must live in it themselves.

Children who are under 18 years old at the time of application are taken into account. The children must live in the new home and receive child benefit from the state. The grant is only available for a family’s first property purchase.
