Could it be that not only the new buildings but also the purchase of existing houses are included in the value?

Yes, but only for model years 2016 and newer. There won't be that many used purchases in that case. I rather suspect the leverage lies in adjusting the prices downward when the living area or plots are larger. Or if "above-average" features are deducted from the price. You really don't know for sure.

The pot will definitely be emptied... but not for the original purpose. The explosion in costs for "social expenditures" has to be covered somehow.
