Maybe I just overlooked it with all your complicated cases, but the allowance is still not quite clear to me.

a) be under 75,000 EUR (because 16+17 no child yet)
or
b) be under 90,000 EUR (because the number of children at the time of application counts)?

I would say if you have not been registered there so far, the new building regulation applies and the building permit counts as the cutoff date.

Therefore, it would be interesting to know whether this now means that no person in the household may own property or that the household collectively may not own property....

No, the sentence is from another forum. I find the original sentence quite clear. No one in the household may own property at the time of the building permit or the purchase contract. On the Facebook page of the CDU/CSU parliamentary group someone is currently upset because he now has to/should sell his condominium in order to get the Baukindergeld. He writes that he asked KfW by phone including this answer.
