Regarding waiting, I agree with you. In our case, it is rather a passive waiting since we only have our appointment for measurement recognition and land charge registration at the notary next week. It feels like we can only start building in mid-July anyway.

According to the preliminary review or initial inspection of our documents by the building authority, the submission planning will be able to proceed under the exemption procedure. The 2 months are indeed reserved for the cadastral office.

The fact that it doesn't require a law seems to have been the case only since Seehofer's press conference.
