Because here you can present reasoned opinions, e.g. "I also think that the purchase contract will be decisive, since the subsidy is available for new and existing properties, and in my opinion there is no reason why the building application should count."

Subsidy fraud is always in focus. I think it is justified that sales within the family are specially checked or excluded from the subsidy. Because the state also loses tax revenue since these properties are usually sold below market value.
