The building authority becomes aware from the submission of the planning documents. That means, in my opinion, when they officially receive something for the first time.

I would interpret it more narrowly as well: knowledge of the construction project, not of the start of construction. But there will be uncertainty anyway at first, so submit the application.

Just be surprised and submit the application to the KfW in August. You really can't do anything anymore. One building authority 20km away might interpret it differently than your building authority. You can stand on your head and say the others do it that way though.
