I can only give you my opinion, because these details have not been settled yet. It should be clear that there is a connection to children. For safety’s sake, I would personally also wait.
However, you have to think this through further...
Example: You receive the child building allowance because the building permit is granted on 01.10.2018 and you already have one child. What happens if a second child is born on 01.10.2019?
In my opinion, the child building allowance is also granted for the second child but not for the full 10 years, only for 9 years, because the child building allowance is paid for 10 years starting from the building permit.
