Wait with the building application because of the child construction allowance

We will have moved into our little house by 01.10.2019. How do things currently look regarding applications? I read that they are quite overwhelmed at the moment? Is there still something in the pot?

The pot is a total of €10 billion and a few weeks ago about €2.5 billion had been applied for – that will last a while.

Heard nothing, so the question is, does anyone know how long it currently takes from submission to confirmation in the portal? No further questions will come, as all documents are legible and the case is crystal clear/unambiguous: "Ich bin arm und brauche das Geld!"

How can you finance a construction or house purchase with 40k net income? I also read it on Spiegel online, but it really eludes me.
