Yes, always the heirs... I can't really comment on that either. And I'll save myself the envy... eventually the descendants will inherit, if there's something to inherit. But if you bought a property before the wars of the children and paid it off diligently... then you can really be happy about it.

No, the exact details will only be available once the funding guidelines are released. That will still take some time. But you can assume that a later application will not help you because the status at the time of the building permit (or occupancy, depending on the determination) applies. Otherwise, a childless couple could also qualify for the funding after moving in by having a child. That is not intended.
