The Bavarian Baukindergeld looks interesting.
From a formal perspective, considering the penultimate and the one before the penultimate income tax assessment makes sense, because someone who submits an application in January definitely has not yet received the income tax assessment from the previous year.
At the same time, this whole income consideration is crazy. If I look at our situation:
Move-in planned: 2019
Necessary certificates: 2016, 2017
Child born and wedding in 2017
That means: unmarried in 2016 and both full earners --> bad
A completely different income situation than today. This again excludes families with "fresh" children.
Recently I wrote a letter to the Federal Ministry of the Interior.
Attached is an excerpt from the response:

"The decisive date for eligibility to apply for new buildings is the date of issuance of the building permit or the creation and utilization of the building notification according to the building regulations of the respective state (see also § 14 para. 3 of the Building Code) or the date of the notarized purchase contract in the case of existing buildings. The funding covers the years of eligibility 2018 – 2020."
That does not read as if it depends on the move-in date.
