Here again is the coalition's decision from Monday (please ignore line numbers):
47 We want to pave the way to owning a home for more families and 48 introduce a Baukindergeld (child home-building grant) for this purpose. Per child and year, the federal government funds 49 €1,200 over a period of 10 years. A family with two children 50 thus receives a total amount of €24,000 for homeownership. 51 To ensure that families benefit as quickly as possible from the state support, 52 the legal prerequisites will be created in summer 2018. The following conditions must be met 54 to receive Baukindergeld: It must be a new build or the acquisition of an existing property in Germany. The taxable household annual income must not exceed €90,000 (family with one child). This amount increases by €15,000 per additional child. A two-child family is therefore eligible to apply with a taxable household income of up to €105,000. The decisive factor is the average income of the two calendar years before the application, to be proven once by the corresponding income tax assessments. The entitlement to Baukindergeld applies to all purchase contracts or building permits for owner-occupied properties in Germany that have been newly concluded or granted since January 1, 2018. If a building permit is not required, the entitlement to Baukindergeld applies to new construction projects of which the municipality has become aware in accordance with building regulations and whose execution could begin after January 1, 2018. The first-time acquisition of homeownership as a family is supported. The birthday of the first child is decisive for the family definition. Children who are under 18 years old at the time of application are considered. Eligible applicants are the parents. The eligible children live in the created homeownership, and the applicant receives child benefit or a child allowance. After moving into the owner-occupied property, the registration confirmation must be presented.
