Yes, that can be inferred. However, I would like to point out that the wording "up to €12,000 per child over 10 years" has officially been used for a very, very long time. What other scenario could there be in which less than €12,000 is paid?

For example, if the child is no longer entitled to [Kindergeld], moves out, or the house is generally no longer owner-occupied.

I just went through the application. The number of children at the time of application also counts for the years in which the taxable income is determined. You can see it on page 3 "Kinder & Einkommen".

If you indicate one child, it says further down:

"I confirm that the average taxable household income from the years 2015 and 2016 does not exceed a maximum of 90,000 euros."

If you indicate two:

"I confirm that the average taxable household income from the years 2015 and 2016 does not exceed a maximum of 105,000 euros."

It doesn't get any clearer than this.

I still don't quite understand. We acquired the plot of land from the city in 2017, bought the house from a developer, and received the building permit in 2018... does this qualify for the Baukindergeld? Because on the KfW page under "When do we fund" it says: You signed the purchase contract (For a new house with land from the developer) no earlier than 01.01.2018 or received the building permit.

You do not have a developer contract but a general contractor contract.
