I asked the question to KfW a few weeks ago and received the following information:
Dear Mr. xxx,
thank you for your inquiry.
As of January 1, 2016, the higher energy requirements for new buildings according to the [Energieeinsparverordnung] come into effect. The funding standard KfW Efficiency House 70 therefore corresponds almost to the legal requirements of the [Energieeinsparverordnung].
For this reason, we will discontinue funding for the KfW Efficiency House 70 as of March 31, 2016 (date of application receipt) and will focus it more on new buildings with higher energy requirements.
Since the reference building regarding the equipment described in the [Energieeinsparverordnung] does not change, the KfW Efficiency House standards also do not change because they always refer to the reference building.
This means that a building which is built today according to the KfW Efficiency House 55 standard will still meet the requirements of an Efficiency House 55 after 2016.
It is also correct that from April 1, 2016, a KfW Efficiency House 55 is only energetically 20% better than a conventional new building.
