Well, you are not quite right:
You receive from the main lending bank e.g. 120,000 € as a partial loan via KfW Bank.
After full disbursement (completion of house construction) and subsequent confirmation by the energy consultant, you then receive the 18,000 € in this case as repayment. This amount is deducted from the remaining debt.
As an example:
Remaining debt at completion (some repayment has already been made) 116,500 € -> after implementation remaining debt 98,500 €
