yes, indeed,

but as long as electricity is still partially generated from coal, it would be sensible to replace that share with existing, unused photovoltaic capacity

That's what the offshore wind farms in the North Sea think too, where the power lines are missing :-)

It all depends on the size of the photovoltaic system. At 4-5 kWp it's hardly worth it. For larger ones from 10 kWp on, I would consider it.

I agree. Technically it is somewhat complex, lobby-wise anyway, and besides decoupled from the balancing groups. So it has little to do with the feed-in tariff.

If necessary, speak again with the KfW and energy consultant. According to the information sheet, there is no funding available with KfW 153. However, there is a possibility to still receive a feed-in tariff. The energy consultant conducts the energy balance and records all factors (windows, doors, insulation, AND the photovoltaic system). After that, the cost breakdown is done. The photovoltaic system must not appear here. So you are getting the house standard funded and not the photovoltaic system. The cost breakdown is often done by the bank through which you obtain the KfW loan. Submit all invoices except for the photovoltaic system here.

Doesn't self-consumption make more financial sense than feeding in? If the kWh costs 28 cents but only brings 12 cents or so?

In summer you have too much electricity, in winter too little. Therefore, you will always have to feed in and buy extra. Self-consumption is always limited. Electricity from the battery costs about 30-50ct/kWh.
