The OP explicitly asked in the opening post whether he should raise the house to street level. That also has something to do with drainage issues; for most houses I know, the rainwater flows away from the garage driveway towards the street.

Is the garage on the boundary? If yes and you are considering filling up, you might also end up with a garage that is too high, as its height is usually measured from the original ground level. Please keep that in mind as well.

We are willing to compromise and would also go rectangular for a better floor plan. I think that would also be possible according to the development plan. Do you have an idea about that?
