That a drywall installer, whose job is to box in such pipes, often sees such pipes is not surprising

One tries to avoid it. But I think individual pipes/boxes are bearable. Not the highest priority imho.

So the ceiling installer didn't know that there has to be a breakthrough there?

Above all, the drywall installer doesn't need plans to see that something should be different than the pipe in front of the wall.

So I have never seen anything like this in other new buildings where the pipes run through an office and are boxed in....

Don't let anyone sugarcoat it for you.

If anything, I think someone should have told you that it would be like this and you should have explicitly approved it.

Through an office - although not in a new building either - I have seen that quite often, but here it is about a study in a private house.

The room that is served by a pipe is initially irrelevant. That simply results from the floor plan when something above needs to be drained. The drainage has to come down somewhere, and exterior walls are only reluctantly used for that. So if it doesn’t work in the interior wall, it leads to the pipe shaft. I don’t find that particularly spectacular.

No, this house is (and costs!) not run-of-the-mill, such matters are not to be solved with a "after me, the flood" attitude, but rather in an appropriately more elegant way. And that was also the plan, only that the purpose of the execution plans is apparently not quite clear to the (craftsmen) involved here.
