Crossing lines on the base plate or in the upper floor on the rough subfloor are absolutely common and according to recognized rules of technology.
Yes, that's probably true. But with empty conduits and today's planning possibilities, it is not state of the art to subsequently chip out the base plate to a large extent. You can see that even the developer is against it.
I did not write that either. Any lifting of the floor slab is complete nonsense and is only done if all other options have been exhausted. But crossing lines of any media are standard practice. Although, of course, it also applies here to work as free of crossings as possible.
