Exactly. That’s how I see it too.

Was the general contractor the contracting party of the municipal utilities there? From a purely legal standpoint, the general contractor cannot commission a rework, since they are not the contracting party of the supplier.

Apparently it comes from the heating installer, but I am being asked by the general contractor.

But on the plan, the house connections are drawn at the top. And not on the right side. On the right side, however, the house connection box was executed.

No, we commissioned the supplier to get documents from the GU.
It’s not our problem if the water meter is hanging in the spot where Bayernwerke has to connect the house connection.

The GU creates the plans. The GU should have given you revised plans with the note to forward them.
The GU is responsible for site management and just because he is not allowed to directly commission the utilities, Telekom, and cable companies doesn’t mean it’s not his problem.
Either the plan is wrong = GU’s fault
Or the supplier did not work according to the plan = supplier’s fault

Why can’t the heating installer go somewhere else?

Planrechts is a red line that ends between the square and the circle of the heat pump. Where "Hausanschlüsse" is written, a gas-yellow drawn channel ends; as an electrician, I wouldn't associate gas-yellow with myself.

The red here is indeed the wastewater, but without knowing the plan from January 5th (my insider knowledge via private message), the energy supplier can’t just hallucinate that.

The responsibility to send you the correct plan for forwarding lies with the general contractor (GU). The GU should pay the few bucks for their mistake and have the box relocated if they are too stupid to clearly mark its location.

A GU who builds in the area of several power suppliers must also talk to several power supplier construction districts about what they need and what their habits are. Then they are told: we are happy to place red temporary power metal boxes on the ground, we don’t like the black ones in Allibert format on the wall.

Then it will be funny if the main contractor does not continue building later because I do not have the house connection box relocated at my own expense. What a mess! I have the feeling they are building their first house!

He takes advantage of your old expert's inability and your uncertainty. He uses his mistake to put pressure on you. Take a deep breath.

I've had this feeling for pages , please hit the table hard, you pay and somehow you only live with compromises.
