With us, it was the responsibility of the general contractor/site manager.
Was the general contractor the contracting party of the municipal utilities there? From a purely legal standpoint, the general contractor cannot commission a rework, since they are not the contracting party of the supplier.

However, he wouldn’t have been able to install the previously planned technology there either, because the energy connection is on the wall there. Whether with a box or not, it’s basically drawn there – it must be expected that it will be enclosed in a box; and the box as a housing has nothing to do with the fact that this connection must be accessible. You can’t just place the heating stuff in front of it as shown.
But on the plan, the house connections are drawn at the top. And not on the right side. On the right side, however, the house connection box was executed.
