Are there places where there is no tree protection ordinance?

So here you need a permit to fell trees if the circumference at a height of 130 cm is 45 cm. That is roughly 14 cm in diameter, so not very large trees either.

Yes, they do exist. Still. But where they exist, they are not always enforced. Usually only if the envious/observant (please insert as desired) neighbor reports it.

Or if you simply apply for the felling. That was no problem for us. I don't have to bother with neighbors.
