The insurance company usually wants to pay as little money as possible and therefore requires a secured construction site. Everyone knows that a construction fence doesn't stop anyone.
It's the same as a maintenance contract for flat roofs. The commissioned roofer will not guarantee hidden defects (which are almost always hidden), but the building insurance will only pay if you can prove that regular maintenance was carried out.
And self-made photos are not sufficient as proof (even though they fulfill the same purpose as the roofer who just takes a quick look), but a commissioned professional is.
It almost always comes down to covering the ass.
