The 16.28m is the prescribed building limit. We wanted to fully utilize it so that the distance to the street is as large as possible. After subtracting the house, we still have a garden of about 42m x 20m. Boundary distances are 3m each. On the right side, there is already a building, so we wanted a slightly larger distance there. On the left side, there is a forest.
