If you are already going to this effort, I would have laid aluminum-laminated PUR insulation directly under the hot water pipes. In new construction, fixing the pipes to the floor slab is common practice.That may all be installed correctly according to the Building Energy Act, I cannot assess that in detail. But it can be done better than just the standard. We have 130 mm insulation under the screed, consisting of 2 x 50 mm 032 insulation and 30 mm tack roller. First, a complete insulation layer with 50 mm was installed, then the sanitary and heating installation was laid on top of it. The 2nd insulation layer was laid crosswise. All hot water pipes are thus within the pipe insulation (single) and at least another 50 mm through the insulation layers.
