Yes, you have to register a business for this. In doing so, you waive the small business regulation. This allows you to reclaim the VAT (input tax) paid from the tax office. However, you then have to subject the income from this to VAT. Since the photovoltaic system then belongs to the business assets, you must also tax the self-consumption as business income (personal withdrawal). In this case, the corresponding filing deadlines for mandatory assessments also apply.
There must be a reason why almost everyone has the sales tax reimbursed ;). You also have business expenses that you can claim. Own consumption can be declared at a flat rate of 20 cents. If it were a loss-making business for private individuals in the long term, it would have been widely known by now and hardly anyone would register as a business anymore.
