Base plate with defects?

From the photos, I somehow can't grasp the context. What function are these concrete blocks supposed to serve? Generally, it's not that serious if formwork stones crack. However, I wonder what these fine wires are supposed to do. They are not reinforcement. The concrete doesn't seem to be properly compacted to me. Do you have an architect or expert on site?

The stones with the holes are supposed to represent the formwork blocks, then comes the insulation, followed by concrete. In the other pictures, in the area of the garage directly attached to the house, there is still a layer of stones visible, as the slab was made higher than that of the house.

Is it actually common practice to omit external insulation on garages?

....UPS correction, I meant with the stones that they presumably are supposed to represent the strip foundation?! There should still be a formwork block underneath these? I am now of the opinion that these stones were placed on the concrete in the trenches. I do not recall any "more" stones.

For the forum, a photo with another perspective would be helpful (that is, a view of the whole). For the construction, an expert would be helpful, right? Who planned it? What does the plan say? Who is carrying out the work? Who is accepting the service?

My two cents: The work looks sloppy. Whether it is professionally done, in my opinion, cannot be said like this.

Attached is a photo of the overall view.

The planning was done by an independent architect who works for the company. Execution is carried out turnkey by a local construction company. Acceptance is done by the company’s site manager. Unfortunately, an independent expert is not on site.

Is another layer perhaps going on top? Is that maybe just the cleanliness layer? For us, the floor slab was poured over the formwork blocks.
