If that’s permanent, not really. There is the option to measure it via an app from the BnetzA (broadband measurement), and if the average is too low, I think you can reduce the price until the provider improves it. At least you can report it to the BnetzA.
So far, they have disappointed us. We contacted them because since May 22 (I think) we have a legal right to broadband internet (at least 10mbit). Since our provider didn’t want to connect us in the transitional apartment because the KVZ is full, and they have a monopoly here, we reported it to the BnetzA. Legally, they have to provide us with service.
The BnetzA then opened a case, forwarded it to the provider, who then opened a support ticket. Then nothing happened for months, until I eventually received an email from the provider—with the same content as before: They can’t connect us, the KVZ is full, and a technical expansion would be uneconomical. Shortly afterward, I received an email from the BnetzA, repeating the content of the provider’s email.
Great, that really helped me a lot.
