Yes, that's true. The offered unit costs 3000/sqm turnkey in very good quality, including garage and including floor slab. There may not be much room for negotiation. Someone who offers an average price of 3000/sqm can go down to 2800/sqm if necessary.

If home builders are now still demanding top prices and say 'building only gets more expensive', I find that unserious at the latest in 2024.
