bald not, but definitely without flowers. Clemaris are hardy climbing plants.

There are also (few) evergreen clematis. Possibly combined with another that blooms in summer. However, you should then be careful whether you have different pruning groups. I will now alternatively try an evergreen honeysuckle.

Recently read the tip to plant two different honeysuckles next to each other so that they intertwine. You should take one early bloomer and one late bloomer.

Trumpet vine would also work. The concrete can also be covered in the same stone look that the other stone walls have, so it can sometimes be bare in winter and still look nice.
