Staircase is 2m x 3m corresponds to DIN with 25.4 tread, 18.75 riser at 3m floor height and 2.70m room height. So it should work, especially since most do not build 3m high.

I need to ask again where they are allowed to be placed. I hope they are allowed to be located in the 7m setback area, otherwise it would be a waste of space to keep this 7m driveway clear again.

You are right, the shower is currently poorly placed. It will probably be positioned more to the right of the bathroom door and partly extend into the other room, which will create a nice recess for cabinets.
