I would recommend a general contractor who does everything, absolutely everything, for a flat rate.

Well, at some point it has to stop. I think 250k€ is already a lot, especially since the plot is already paid for. The amount should "only" somehow be enough for the house, if possible!?

So the bare house with furnishings, otherwise without anything, 250k€, right?

1400 euros plus additional costs (which are higher for a slope) I would consider as an absolute minimum. No anthracite-colored windows, no large-format tiles, etc., energy saving ordinance, no bay windows, etc.

Do you want to build stone on stone, timber frame, solid wood, or do you not care? Much or little own contribution?

Look for conversations with architects, construction companies in the region and nationwide. Decide what kind of equipment you really want. Visit a tile studio and have a look around. Visit a prefab house supplier’s showroom and see what is standard.

With that budget, he can only go to a general contractor with a predefined standard and cost framework.

With an architect, you would go crazy with the budget due to the uncertainty about the costs.

I would say it depends on the personal contribution. For us, there are houses where everything except the shell construction is done almost exclusively by personal effort.
