What does this practically mean for the new buildings in your opinion? Will I still get a corresponding subsidy of 35% next year for an actually eligible heating system? Just from a different fund? Or will it completely fall through according to your opinion and information?

Clear answer: No, you will not receive an individual subsidy for new construction. I assume that the heating system will then be subsidized - just like all other costs for the house - within the framework of a subsidy for a certain energy level. So basically as it is already the case today with KfW55 or 40 or 40+. Only that then the heating system is included. Maybe with increased repayment grants, since there will no longer be a separate grant for the heating system. Or instead of €120,000 then €150,000 subsidy.

and the KfW loan requirement is probably going to be dropped as well. This means I either take only the grant or the KfW loan including the repayment grant.

This is how I interpret it:

For renovation:
- Until 12/31/2020, an application for the old BAFA funding is still possible
- From 01/01/2021, there is the BEG EM
- IF BEG EM is used, simultaneous funding of the KfW programs "Energy-efficient Renovation" (151,152) is not possible.

For new construction:
- Until 12/31/2020, an application for the old BAFA funding is still possible (as above)
- From 07/01/2021, there is the BEG WG
- From 01/01/2021 to 06/30/2021, neither old BAFA nor BEG WG is available, nothing can be applied for.
- IF BEG WG is used, simultaneous funding of the KfW program "Energy-efficient Building" (153) is not possible.

For both:
- If an application for the (phasing out) BAFA funding is still submitted in 2020, this funding can still be combined with KfW programs (151,152,153), provided the application for KfW funding is submitted by 06/30/2021.

And is there also initially the possibility to initiate an application without offers and in the meantime procure the offers? Or will the application be rejected with this procedure or only the funding amount adjusted?
