Nope, I've definitely seen about 200 such shell constructions, none of them had it like that. Maybe a regional thing. But cutting it off at an angle, well that doesn't sound like planning...

Have you perhaps considered contacting a television/radio station?
Sometimes this unexpectedly gets things moving.
