I see here a completely normal ground floor with a setback floor to maintain the single-story design. I don't see a basement. It wouldn't be so confusing if the OP had filled out the questionnaire in #1.

No basement, gentlemen. The plot is leveled, the entrance is on the same level as the terrace. It will be a city villa with a recessed top floor. The plot is a corner lot, if I remember correctly, where many neighbors drive by and look at a two-story wall facing the street. The northern neighbor is already not amused. If something else is built on it later, there will be trouble.

What exactly does the development plan say about the height limit / single-story construction? What dimensions are specified?

To build a bungalow there that doesn’t look like a bunker on the Westwall built into the mountain, you definitely have to fill in and heap up the land a lot, which is not very practical.
