As written:

[*]Basement living area: Usually allowed to protrude 1.40 m from the ground – implemented accordingly so it is not considered a full story.
    [*]Ground floor: Full story
[*]Attic: Maximized so that it is not considered a full story

It's okay. UG = basement, EG + DG. It's only one story in total.

Good to spread everything over 3 floors.

The ground floor has the fewest restrictions and the largest living area with the smallest room program.

Apparently not: You have been on board long enough to know that this "belongs" in post #1, not in post #40 :-(

Don’t forget that large differences between offer amounts are more an indication of inexperienced bidding than "proof of functioning competition".

The current offer is definitely not the "cheapest"!

At the time, I took the trouble to list and compare all the items of the respective providers in an Excel sheet. For example, if a multi-utility house entrance or the angle supports were missing in an offer, I naturally included the expected amount for them in the calculation, because otherwise I can't make a "fair" comparison.
