This was once posted in another thread, which was deleted due to double posting. So the info is basically lost here in the forum:

"The use of efficient heating systems based on renewable energies, such as geothermal heat pumps, is to be particularly promoted in the future. The plan is to further develop the concept of the efficiency house or efficiency building subsidy, which is already implemented within the framework of the KfW CO2 building renovation program, through the introduction of so-called EE classes. Upon achieving an EE class, the subsidy rate in renovation shall be increased by five percentage points and in new construction by 2.5 percentage points, and the maximum amount of eligible costs shall be raised from 120,000 euros to 150,000 euros per housing unit."

It further states:

"The sub-program 'BEG Individual Measures' is intended to further simplify the promotion of heating system renewal. Instead of the up to 40 different subsidy rates planned in the market incentive program until the end of 2019, there will be only two subsidy rates in the BEG for the installation of heating systems based on renewable energies in existing buildings: 35 percent for heating systems that rely entirely on renewable energies, and 30 percent for hybrid technologies."

Means for me, conversely:

1.) Increase in KfW 153 subsidy
2.) Transfer of Bafa subsidy into a KfW individual measure (thus retention!)

That would be outstanding!!

For us builders who are currently in the process of preparing the building application, it is important to be able to assess whether and what changes on 1.1.2021. Requirements? Funding amounts? Both?

In the end, the question is whether to prefer the bird in the hand (= submit the building application and funding 2020) or the pigeon on the roof (and wait until 2021 with all associated risks).

For which efficiency levels? Maybe less funding for "poor" efficiency and higher funding for top efficiency (KfW 40 and better?)

If I had to decide and would build at most KfW 55, I would definitely take advantage of the funding this year. With a better rating, I would reconsider. But since so far everything is just ideas and there is no concrete information about what will happen, everything happening here is purely reading a crystal ball and hoping/interpreting.

Personally, I do not believe that the total funding pools will be increased, but that a redistribution will take place so that KfW 55 becomes the standard and everything better is funded accordingly (so that we all build better).

That's the question... It could well be that for 40Plus, for example, a brine-water heat pump will be a requirement in the future. Then, in the end, one would probably be better off with the current funding conditions.

To be honest, I would proceed with my construction project unchanged and implement whatever is then possible. Chasing after funding would be just as out of the question for me as a cheaper loan or generally "better" times. In any case, many projects sound a bit too dependent on funding to me.
