Additional bonus if individual measure was proposed in iSFP
In addition, from January 2021, a bonus of presumably five percent in addition to the funding amount of the measure is to be paid out if this measure was part of an individual renovation roadmap (iSFP) funded under the funding program "Federal funding for energy consulting for residential buildings". The implementation period of the measure after iSFP execution should be a maximum of 15 years.

In summer 2021, the remaining program components are to follow. These include:

    [*]Loan funding for individual measures,
    [*]the funding of residential building efficiency houses (BEG WG), and
    [*]the funding of non-residential building efficiency houses (BEG NWG)

For the efficiency houses, the funding of the 115 house is to be discontinued in renovation. To create further incentives for very ambitious renovations, the level Efficiency House 40 with an even higher funding rate is to be newly introduced.
The BMWi assumes that these implementations can take place by July 1st.

The BEG guidelines are currently still under review by the EU Commission. After the conclusion of the discussions, the BEG for individual measures is to be published first and only in a second step the BEG for the efficiency houses of residential and non-residential buildings. The timeline is not yet fixed but is expected in 2020.

Does that mean if I start construction in April, nothing will change at first?

The information is based according to the article on oral statements from the BMWi at several events. So no written basis.

If the information is correct, this means summarized:

    [*]The currently known KfW subsidies for efficiency houses will only be processed via the BEG from 01.07.2021 and until then presumably still via the KfW
    [*]Especially the Efficiency Houses 40 will be subsidized more. What happens with the other programs is currently unclear. However, it could be that there will be no increase here.
    [*]Draft law is currently with the EU for review
    [*]Detailed information is expected to be published this year




You can only say for sure when the draft laws and their implementation have been published. So presumably sometime between today and the end of the year.

If you take the information from the article mentioned above and interpret it, then you would have to apply for your subsidy via the KfW under their conditions until 30.06.2021 and from 01.07.2021 via the BEG under their not yet known conditions.

If you start construction in April and apply immediately, then presumably nothing changes at first. But as already said, exact information comes only when the draft and implementation are published.

Well, if I start building, financing including the KfW loan should have long been completed or applied for. Accordingly, the opportunity for a possibly higher subsidy according to [BEG] would already have passed. Unless the repayment grant is contractually so detached from the KfW loan that it can still increase according to [BEG]. But I can't imagine that.

Well, you have two options to delay the matter:
1) Upon completion of the financing, according to KfW only an informal application must be submitted. The formal application must then be received within 3 months after the start of construction. However, it can also be submitted later if less than 50% of the construction project has been completed by then.

2) You can change the funding level once with KfW. By changing the funding level, a new application must be submitted under the then valid conditions. But I have no idea how feasible this is when switching from KfW to BEG.

So theoretically, this could be delayed until further information is known. How well this works in practice, no idea.
